In virtually all cities in the South, a significant proportion of low-income individuals or households rent their accommodation. In many cities, especially those of Africa and Asia, more than half the population are tenants and this proportion may be even higher for low-income groups. This issue of Environment and Urbanization includes papers on the programmes and strategies of NGOs and governments working with low-income tenants.
