This paper begins by describing conditions for tenants renting accommodation in the centre of Lima. The paper then focuses on the activities of one NGO, CIDAP, which has been working with tenants to ensure equitable development within urban renewal and has been promoting alternative and participatory planning to secure decent housing for all.
